Review of previous meeting minutes:
Minutes from the March 16, 2021 meeting were reviewed.  Randy Wolff moved to accept
the minutes.  Bob Ross seconded.  Without objection the minutes were accepted.

- Bob Ross to update IBISCHK710 contract draft based on review

- Mike LaBonte to fix erratic number formatting in TSCHK2 output

IBISCHK development:
Bob Ross said he was working on language for BUG214 and BUG215 in separate documents.
Mike LaBonte asked if one was long, creating a need to do that.  Bob said there were
issues when specifying what EDA tools should do.  He said BIRD202 had that kind of issue.
He said terminals had to be checked to ensure that the set of terminal types implied
in one [Interconnect Model] did not conflict with the terminal types of another model
using the same subcircuit.  For example, one [Interconnect Model] might have only single
power rail terminal while another would short multiple terminals together.  Bob felt
those two should not be using the same subcircuit.  Bob said he would add information
related to EMD and [C Comp Model] to the documents.  These would be separate in case
we needed to get separate quotes.

Randy Wolff asked what we needed for a final decision on fixing BUG214 and BUG215.
He felt we had previously agreed to fix both.  Bob said parsing IBIS-ISS files could
involve some complications.  Randy was not concerned about adding a few weeks to
development time, as long as we got started early enough.  Mike suggested a goal of
submitting a document to request a quote by April 20.  Bob said we would need a WIP
version of IBIS 7.1 for the developer to work with.  Randy felt that would not be
a problem.

Bob showed a document describing changes for BUG214 and BUG215.  It added language
for EMD and [C Comp Model].  Mike said no bug should be needed for those, they would
be implemented as new BIRDs.  BUG214 and BUG215 were bugs because they were about
existing keywords.

Randy asked if it would be easier to bring up the proposed changes in Open Forum.
Bob felt the linkage checking could make development take 3 months.  Mike thought
it would be much easier than that. He recalled we would only check terminal counts.
Bob said the parameters were to be checked.  Mike looked at BUG214 and verified that
it did call for parameter checking.  Randy felt that still posed no great challenge.
He asked if an Open Forum vote would be needed regarding what to include in the next
IBISCHK.  Mike felt that the only vote needed would be the one to spend the money.
Bob suggested the choice was between fixing the bugs in IBISCHK 7.1.0 or later, noting
that we were leaning away from making security fixes soon.

Bob showed the parser links document draft.  He described the checks that would be
needed for IBIS-ISS and for Touchstone.  The syntax for .ems files would be the same as
for .ims files.  The Ts4file IBIS-AMI parameter would allow only 4-port Touchstone files.
